Reports have been circulating for months about scammers taking advantage of the unemployment filing system by hijacking individuals’ accounts and moving money into their own. But according to a new report, this all could be avoided if IDES had implemented a simple two factor authentication.

From ABC 7 Chicago“Some believe the Illinois Department of Employment Security could have prevented this if they had taken one more simple security step: two factor authentication.

In general, whenever an entity is getting a request to change the routing of funds, they should definitely verify the authenticity of that request, and the easiest cheapest way of doing it is through two factor authentication,” said William Kresse, fraud expert at Governors State University.

Kresse was surprised to learn that IDES does not use two factor authentication if account and routing numbers are changed…

“It’s a no brainer. Any organization not using that’s not using 2 factor authentication for this purpose, they are being irresponsible,” he said.”

Governor Pritzker and his administration’s failures surrounding the unemployment filing system are well documented but this latest failure is a dereliction of duty. It’s time for the Governor to step up and make the necessary and overdue changes to the unemployment filing system to ensure Illinoisans’ personal information is safe and secure.
